Yes, its surface tension. But there is one more factor: Drying time. Because of the new medium, the new Citadel Colors dry very slowly. I have never used Windex (we dont have it in Germany, I guess here it is called "Sidolin"), and I am sure that like the thinner it will bring down the drying time.
Here in Germany a lot of good painters basically said "No" to the new GW colors because of the problems with blendings (diluted, not wet). I was about to throw my GW paints (full set

) out of the window, too. But when I finally figured out how to work them I felt I wanna share that. Proves, I was not the only one with these issues.
Anyways, I am happy to find all of this on my favorite Aussie board

(it IS the only one I know, however)...
